Cathleen Bate, aka Star and Stripe, is the number one Pro Heroine in the United States of America. Introduced in the Star and Stripe arc of My Hero Academia, she arrives as a reinforcement to counter the growing threat of Tomura Shigaraki. With an imposing physique and bright blonde hair, Cathleen embodies power and boldness with a costume adorned with the stars and stripes symbolizing her country.

An avid admirer of All Might, she adopts her eight-strand hair style to honor her hero, whose rescue of her family as a young girl profoundly marked her life path.

Determined, daring, and willing to do anything to protect others, Cathleen arrives in Japan to confront Tomura, but he is willing to do anything to achieve his next goal: stealing his Quirk, New Order.

Star and Stripe's Quirk (Cathleen Bate) is named New Order and gives her the exceptional ability to dictate rules about her environment, allowing her to manipulate and assign new properties to herself or those around her. To activate their Quirk, Star and Stripe must make physical contact with their target, speak their name, and then clearly state the rule they want to impose. It is limited to the imposition of two rules simultaneously.
