Kivotos is a huge university city made up of thousands of schools. Here, gang wars between female students, guns in hand, have become commonplace.

Five students from the Task Committee, an extrajudicial body governing schools, are fighting to avoid this situation. But following the mysterious disappearance of the president, a crime wave invades the city.

The story begins to move when they meet an adult named Sensei who is given the task by the remaining members of the Council to solve these growing problems and find the missing president.
