From a very young age, Tanzaburou Toujima dreamed of only one thing: to become a Kamen Rider. Despite his 40 years of age, he refused to give up his ideal and trained daily, convinced that his time would come.
One day, his dream finally seems to come true when a group of criminals claiming to be "Shocker" attack a convenience store. Seizing the opportunity to prove his worth, Tanzaburou puts on a simple plastic mask of Kamen Rider and throws himself into battle... But instead of being hailed as a hero, he becomes the laughing stock of the internet.
But rather than let himself be defeated, he decides to investigate these fake Shocker agents and protect the city on his own. Thus begins the story of a hero without power, but driven by an unwavering determination, ready to prove that the soul of a Kamen Rider lies not in superpowers, but in courage and the will to defend others.
